Local Government software projects are hard. I can help.
30 years of government software projects taught me how to manage transitions to new software.
Ten years as a City IT Director. I’ve lived government processes and procurement.
Twenty years of consulting schooled me in procurements and projects from the vendor’s side.
If You Are a Local Government
You get advice from someone who’s been through this and is focused entirely on your interests.
Analyzing needs for RFP specifications.
Guiding departments through the procurement process.
Project Management/Quality Assurance during the implementation.
Why work with me?
I translate between system users and technical staff – it’s what I do best!
My entire career is local government; I embrace public service.
Smaller contracts are OK. I have low overhead and I can be flexible.
If You Make Software for Local Government
I also consult on marketing, product, and projects… one hour at a time. https://sanfordhess.com/schedule)
My experience comes from both sides of the vendor-customer relationship:
ERP product manager, demonstrator, and implementation consultant.
City IT Director who managed all departments’ technology.

Footnotes
Yes, my website has footnotes! This is how I write - please see my blogs for proof: https://tectonicspeed.com/
No phone numbers appear on this page - that is on purpose. Contact me by email and we will set a time to talk.
My text links will show up as full URLs, although I wish they were shorter. Good cyber hygiene means hovering on links to see where you are being sent. I like to be transparent about it.
What’s with the pictures? For my first LinkedIn blog post, I had to add an image… for a blog about a staff report. So I did: https://blog.tectonicspeed.com/2015/02/my-first-staff-report.html After that, selecting the picture was often an early part of my writing process. I’m a visual person - it’s how I think. Recently, I’ve moved to AI images, as described here: https://blog.tectonicspeed.com/2023/11/ai-images-im-not-going-back.html In general throughout the site, I’ve used either the original image from a related post, or an AI-generated replacement. The only images that aren’t explained with their prompt or source are the two black/white images at the top of the home page. Both of these were Bing Image Generator creations from the prompt: “government building has columns that are classic architecture at the top and are melting into technology at the base”
The punctuation in Do You Want More?!!!??! is a nod to The Roots’ outstanding album: https://en.wikipedia.org/wiki/Do_You_Want_More%3F!!!%3F%3F!
